The house was built in 1910 in the neoclassical style according to the project of the technician A. Kushtusov.

It has a beautiful symmetrical composition with a central axis emphasized by elegant risalits and beautiful circular decoration. The entrance is decorated with a triangular pediment. The second floor is adorned with beautiful semi-columns, sandrik and filons, adding special beauty to the windows.

In 1914, the building was leased as shops by the merchant M. Khazanov. In 1921, it was nationalized and used as a warehouse for the district military enlistment office.

Today, various commercial establishments and shops are located in this building.
